Norwood Parade Precinct Consultation
The City of Norwood Payneham & St Peters is seeking comments from The Parade, Norwood business community on both the proposal to continue the Separate Rate applied to The Parade commercial properties for the next three financial years and on the Draft 2021-2022 Parade Precinct Annual Business Plan.
Continuation of the Separate Rate
The Separate Rate enables the Council to raise sufficient revenue to ensure high impact marketing and promotional programs for The Parade, whilst minimising the impact on individual ratepayers who will experience the benefits of these programs through increased patronage.
The Council is proposing that the Separate Rate be set at $215,000 for the 2021-2022, 2022-2023 and 2023-2024 financial years to assist with marketing, promotion and development of The Parade as one of Adelaide’s premier destination precincts.
This Separate Rate model for The Parade has been designed to ensure that The Parade remains viable in an increasingly competitive market, whilst bearing in mind the additional cost to the property owners and businesses.
For the 2020-2021 financial year The Parade Separate Rate was not collected due to the impacts of the COVID-19 Pandemic. The budget normally generated by the collection of the Separate Rate was instead funded by the Council to enable the marketing and promotion of The Parade to continue.
Draft 2021-2022 Annual Business Plan
The Draft 2021-2022 Annual Business Plan has been developed by the Norwood Parade Precinct Committee and aims to generate retail and commercial activity to ensure the future sustainability and growth of the Precinct. The draft Plan includes marketing strategies to activate the area, promotional opportunities to stimulate visitation and encourage retail, services, leisure and dining patronage to the Precinct.
The Separate Rate collected by the Council is used to fund the initiatives outlined in the Annual Business Plan.
